I have run Norton Utilities and cleaned and compacted my Registry. I have downloaded and reinstalled Windows Live Mail. I have followed all the instructions in the replies to various community messages.

The date and time of my system are correct so I proceeded to the next step involving registration of DLL files. Could you please provide information on steps to recover from this problem.
A search of my system does not locate the missing file. It is not in the Recycle Bin either. A search for the file on the internet provides a number of locations to download the DLL, but I am very wary of downloading anything from unknown sites.
